Brisbane City Council is planning to remove the railway crossing on Telegraph Road over the North Coast rail line, Bracken Ridge to reduce traffic congestion and improve safety in the local road network.
As part of Council’s commitment to provide an accessible and reliable road network, planning is in motion to remove the rail crossing and construct a road overpass that allows cars to pass over the rail line.
This project can only proceed with a significant contribution from the state government.
Project background
Council conducted a feasibility study in May 2006 investigating options to replace the rail crossing. Further investigation work is currently underway to provide more certainty around the practicality and cost of the option identified in the 2006 Feasibility Study.
Preliminary design work and technical investigations are currently underway.
Council is currently completing a business case on the replacement of the crossing for submission to the State Government in mid to late 2009. This project can only proceed with a significant contribution from the State Government.
It is proposed to construct a rail overpass with a connection at Linkfield and Lacey roads, and alignment on Telegraph Road in the section before Norris Road intersection. The project will also include provision for a future upgrade to Telegraph Road/Norris Road intersection.
Project details
The proposed alignment currently includes the preliminary requirements listed below.
The road network:
- constructing a four-lane rail overpass on a new alignment southeast of the existing level crossing
- preserving a six-lane corridor in Telegraph Road for future traffic requirements
- upgrading and signalising Lacey Road/Linkfield Road intersection to form a four-way intersection with Telegraph Road
- provision for upgrading Norris Road/Telegraph Road intersection in the future
- closing the existing rail crossing
- creating a cul-de-sac on east side of existing rail crossing on Telegraph Road.
Pedestrians, cyclists and public transport:
- providing pedestrian access
- providing cyclist access
- consideration for future cross-city bus route connections.
Environmental considerations:
- as part of the investigation a review of environmental factors will be considered to ensure the biodiversity aspects of the area are identified and preserved.
The next step
Funding for planning the project has been allocated in Council’s budget for 2008/2009. Joint funding from State Government is required for the project to proceed to detailed design and construction.
A business case seeking funding support is being prepared for the project, which will be submitted to State Government during 2009.
